One thing that has not been mentioned thus far is the impact of these rulings on the experience of new players. I believe you can think of it as "Playable at..." describes a fixed characteristic of the card (e.g. for the purposes of cards like Strider), while whether or not it can be played is a variable condition of the current game state.
