Currently, rulings are that Old Road can't be played any time.
Can you quote this ruling and/or the reasoning leading to this conclusion?
If so, I do not see the reason to alter the card, even if it's more clear/consistent.

Answer is now: to replace a trick where it is not necessary with straight solution. I don't think the card has ever created a problem in its interpretation, and there is also no real rules-issue involved, rather it is not elegant. Since WIll of Sauron keeps Peril Returned in play, and vice versa, it is indeed an important decision. Twilight can effectively not remove Will of Sauron anymore, which makes it much more usable in a game.
