My conerns on those scores are balance -- Dol Guldur already connects to both Carn Dum and Minas Morgul. The 1 at 15 strike is meant to simulate normal Wizardly Interference. I'm not arguing either side here, but if you can bring in RW followers with WHCTK then it certainly wouldn't be limited to The Witch-King and Khamul.
