I think while you are planning an overhaul errata, it could be helpful to clarify what "requires the site" means. I believe CDavis had a theory that anything that requires a character necessarily is played at (requires) the site because the characters require a site unless they are moving...

If you mean a playing of Crown of Flowers on Fireworks already in play, then no.
Crown of Flowers needs to be in play if other resource has to be played with it.

Be strict or be not strict.

Strictly "One technology item" is playable and is playable during your site phase. Is not playable during M/H phase.

Or give up "playable", replace it with "may be played".
