I really like Mayday Games for sleeves -- they're decent quality, lots of color options, and they regularly have big sales so if you're patient you can stock up for a very reasonable price.

You might want to split them by language, at least, as CMDavis suggests. In the US, the French LE cards, for example, won't have much demand. No! Stop opening sealed product -- it should be in a museum!! But seriously, if you're looking to build your collection for play you're probably much better off trying to buy up already opened collections than going after sealed stuff.

The timing rules and the discard to reserve pile sound very similar to the mechanics for the Star Wars CCG, which to be fair has a very clean set of mechanics.

What CDavis7M proposes would be a really good starting point from which to experiment. Alternatively, I suggest building a 60-card hazard deck including lots of Orcs, Men, Wolves, and Spiders. If you want to go that route, it might be easier to develop a variant to the Arda format, since it's already halfway to what you're looking for.

The biggest problem with more than 3 non-uniques or multiple uniques is that the deck starts getting too big. I think CDavis7M is right that the Ahunt manifestations are simply too punishing in Arda, and make it so that nobody will even attempt dragon country (making for a less interesting game).
