Most of this sounds quite good. Regarding eBay, however, I'm worried: technically it is illegal to contact people in this way, and it could get the CoE member who writes the email banned from eBay. As such, I would discourage this method.

I like Sergio's idea too. Do we have the technical capacity to do it?

Could we make the collection of email addresses part of the new constitution process? I.e., if you vote, you vote by email, and in so doing you become part of the CoE newsletter mailing list?
