IIRC the CRF says somewhere that resources which affect a dice roll are always playable (before the dice roll, of course ;)) but I'm too lazy to search :P
Then Old Friendship, A friend or three, or similar resources should be always playable at the council.

And could the opponent play Twilight in response on GoM to fizzle The Cock Crows? My guess is no, because that wouldn't affect directly any character's burden of corruption. Is that correct?

Changing an important rule while the tourney is already running is not very nice actually, but since this tourney is self-organized by the players themselves I think there would be no problem in allowing deck change before semifinals if all the 24 players taking part to the NC agree to do so.

I think allowing change of decks between swiss round and semifinals would make the tournament more interesting, I'm in favour of sucha proposal too.
Though my opinion doesn't matter much, since Italy has no hope to reach semifinals. :P

So we need either another player for Trossel and REY or we must find rules for byes. According to the CoL rules we had to give 18 TP in round 1, 15 in round 2 and 12 in round 3. That tournament sheet would be totally messed up, but we should play it for fun anyway. Maybe give every bye 12 TP? :? I ...

True. But that would have made SotL a balanced card: it would have protected your company from hazards able to target it, but not from hazards with a general effect (like ahunt dragons or Ren's ability to trigger a mass cc), since they affect all companies in play, even your opponent's.

My complaint was about the limited usefulness of Spying out the Land.
