Council of Elrond Meeting Minutes
August 2, 2026

3. Committee assignments and initial tasks

a. Rules Committee – Felipe (organizer), Bruno, Ethan, Miguel
With Worlds 2026 around the corner, we talked through various issues that have been present in the meta and their potential remedies.
We discussed the Carambor combo deck that has proved problematic in the past year. We want to facilitate interactive, fun games, and this “un-interactive” combo is not fun. We ultimately held a vote and agreed to try a temporary tournament policy for Worlds 2026 that Carambor can only be used twice per turn.
The Organized Play Committee has been testing a rule over the past year that restricts War-wolf and War-Warg to one copy for Fallen Radagast decks, which seemed to go well. We held a vote and agreed to continue this temporary rule for Worlds 2026.
We also discussed changing Rule 2.II.2.2.B3 (which allows Balrogs to playing non-unique characters up to three mind from their discard pile or sideboard) to only allow up to two-mind characters, as Lure has done in the past. We held a vote and agreed to adopt this temporary rule for Worlds 2026 limiting Balrogs to play non-unique characters from discard pile or sideboard only if the character is two mind or less.
We also talked about the “no characters” archetype and similar issues, which Miguel and Felipe are going to test some options to fix.
- TASK: Continue working on digests.
- TASK: Continue discussing whether certain cards/alignments are overpowered in the current tournament environment.
- TASK: Miguel and Felipe will test ideas to fix the “no characters” deck archetype issue.

b. Organized Play Committee – Marc (organizer), Ralph, Miguel
Worlds 2026 is coming up—both online and in-person! The virtual event will run from September to December, and in-person event will be in Barcelona on the weekend of October 16-18, 2026. We are still looking into a group discount for lodging (but we aren’t sure that we’ll be able to make that happen).
- TASK: Alvaro will make sure the Worlds 2026 hosts are up to speed on current tournament policies.

c. Public Relations Committee – Alvaro (organizer), Felipe
We discussed the new online platform for playing against an AI opponent, which we’re still checking out but is a cool new community project.

d. Game Promotions – Ralph (organizer), Alvaro, Ethan, Marc
We’re still working on the project to create deck lists for more common/uncommon decks to recruit potential players at conventions. There are other community “player locator” maps popping up, so we’re looking into the pros/cons of those as we continue to evaluate how to improve the main CoE map.
- TASK: Continue discussing ways to make hard-to-find physical cards more accessible for new players.
- TASK: Continue discussing global outreach efforts.
- TASK: Continue discussing updating or revamping the global player base map.

e. Web-Based Initiatives – Bruno (organizer), Ethan, Alvaro
We’re in the preliminary stages of looking into setting up an LLM that could provide answers to rules questions based on provided documentation.
- TASK: Continue discussing how to create translated versions of as many web-based resources as possible (e.g. the new CoE tournament rulebook, the CoE website, etc.).
