special movement

it would be nice to get some sort of ruling/ definition on what "special movement" is:

There are some cards that are poorly worded and can cause some confusion.
Proposed Ruling wrote:Special movement: any kind of replacing or changing a site card that is not Region/Basic/Under-deeps movement, or allowing a movement that would be otherwise illegal, is considered a special movement and its effect overrides normal movement rules. This includes:

Alatar teleport skill
Farmer Maggot
Great Road
Iron Road
Paths of the dead
Eagle-mounts
Forod/ Harad/ Rhun/ Belegaer
Legendary Stair
Ancient Stair
Am i missing anything?

We should avoid making rulings that cover multiple cards/rules/situations unless absolutely necessary. For example some of the movements mentioned have a move/haz phase while others don't, and there might well be some other notable differences too. Let's stick to clarifying single cards/rules/situations and the big picture will form itself. Does that make sense?
