Hi,
I'm thinking of creating a deck with a Grey Haven's (and surrounds) theme.
The only two characters with this home site are Cirdan and Pallando. Both of these guys have a hand increase, giving me a 10 card hand.
What do people think of this in from a fairness perspective? Is it a bit too much?

The stronger the play, the greater the chance that the other guy is running the same thing. In this case, you could run into avatar bounce, character bounce, and even faction-stealing.
Pallando+Cirdan is pretty common in hero decks, but a Radagast speed deck will draw circles around it.
Also, don't forget to work in a Wizard's Ring somewhere in that equation, and on the last turn, head to the Old Forest to get Tom.
