Congratulations to Manuel, the first Level 2 Judge

For his work on the MEBA rules insert (now proudly on display in the rules section of www.councilofelrond.org), we award Manuel Cabezali Romero Level 2 Judge Status. Congrats Manuel!

Currently the big projects are the Universal Rulebook and the CRF update. Anyone who puts in a considerable amount of work on either of these projects will of course be promoted 1 level.

Let's get to work!

I am not having so many spare time as I used to have, but I'm willing to help on the CRF update project (at least that's the more interesting one to me...)
