Silent Watcher
Pukel-creature
MP: 1
PLAYABLE: Sh Dh
PROWESS: 8
BODY: 0
Pukel-creature. Each non-Wizard, non-Ringwraith character in the company faces one strike. His prowess against such a strike is equal to his mind attribute. Any character that would normally be wounded is only tapped instead and must make a corruption check modified by -1. A successful strike will prevent the company from entering the site during the site phase.

As far as I know, the purpose of silent watchers was to scare people away or at the very least prevent entrance to whatever they were guarding. :)

Your version gets a bit too strong. Neeker-Breeker effect (mind instead of prowess and tapping instead of wounding) + corruption + preventing to enter is a whole lot for one creature. If you remove the last effect the card is still useful.

How about "Each successful strike against a character will prevent that character from doing anything during the site phase."

Most of the time any character that is tapped will not do anything during the site phase.

Of course there are ways to untap a character, that was why I said most of the time. I would not find it necessary to have a card that taps characters and specifically denies using these untap effects.

I like the tapping effect, is also used in Dragon's Terror to simulate fear.
I agree with Leon about not entering the site if someone is tapped, but without that effect the prowess of the attack must be higher considering that it doesn't wound characters.
Or maybe a text like this:
"Each non-Wizard, non-Ringwraith character in the company faces one strike. His prowess against such a strike is equal to his mind attribute. If at least a strike is succesful the company cannot do anything in the site phase. No character is wounded by this attack."
Pukel-men try to scare the company and if at least one character is in fear he refuses to enter and the company must calm him this turn

I think the card as suggested can be best compared to Neeker-Breekers. The difference is that that has a strike at 7 and that animals can be easily powered up. Each character 1 strike at 8 is not that bad, considering that there is no specific cancel card for pukelmen. Furthermore, with big groups, when these cards are useful, often their mind is lower than their prowess and they still receive -3 for not tapping. If I am correct weapons and cards like I'll report you also have no effect, since mind is used, but I can be mistaken in this.

Yes, you're right regarding prowess and weapons. However, Neeker-Breekers is a comparatively easy creature to play, being keyable to many things. Silent Watcher on the otherhand is far more specialised needing Dark- or Shadow-holds and that's why I made the hazard effect more powerful.

I am considering Ben's point, as that was one of the other options I had in mind when I first thought this up.
