A wonderful use for region cards! :)

The White Council
(1MP)
Only playable at the start of the game in lieu of a minor item. Each time a company taps a site, the player may place the region card corresponding to that site "off to the side". A region card cannot be duplicated "off to the side". Upon completion of the game's last turn, the player with the most region cards placed "off to the side" receives 1 marshalling point.

The Black Council
(1MP)
Only playable at the start of the game in lieu of a minor item. Each time a company taps a site, the player may place the region card corresponding to that site "off to the side". A region card cannot be duplicated "off to the side". Upon completion of the game's last turn, the player with the most region cards placed "off to the side" receives 1 marshalling point.

Changed it to 1 MP so FWs can now benefit from them and removed the "Cannot be duplicated by a given player" part so that you can start with one or two of these instead of one or two minor items.

can region cards be duplicated on such events? If no, there is no reason to be able to be duplicated by a given player

that answers my own question... i think there is no need to make this card duplicable... just 1 in play will suffice

The region cards aren't played with this card, they're played off to the side by themselves. This card works for both players regardless of who played it. The reason it is able to be duplicated is so a player can sacrifice both of their minor items for the potential for 2 MPs.

Had an idea to expand on the theme:

The White Council

half an MP? you want to avoid a possible draw? :lol:

So, if I squat only a bit, opponent might gain 4 mp's...tough. That is, if you don't play these yourself.

Does it work cross alignment? A minion running around with small guys to draw cards and play some fires/bats already has a 3 region advantage.

If you play underdeeps you're 'screwed.'

Personally I'm glad the whole region thing got abandonned. There's already so many cards you have to drag to a tourney, I can do without 50 extra.

Ok, here's a non-region card based version:

The White/Black Council
(1MP/2MP)
Only playable at the start of the game in lieu of a minor item. Each player may place their tapped site cards "off to the side" instead of into the discard pile. No more than one site from any given region may be placed "off to the side". Upon completion of the game's last turn, the player with the most sites placed "off to the side" receives 1 MP (2 MPs if they have more than double the number of sites placed "off the side").

You'll notice that this version would also give some respite to decks suffering from roadblock, as you're essentially tapping the sites for them. ;)

This currently works across alignments, although it is fairly simple to make this single alignment only.

A squatting roadblock deck can get full MPs from the card by having a lone character at a copy of a haven declare movement each turn.

Would that be a viable strategy though? The player would have to use a non-ranger character to ensure the character is bounced back to the Haven. That would mean no site phase for that character/company.
