Hazard or Resource?
You mention hazard above so I don't think the two versions could coexist together. Maybe you'd need to add 'unique' or 'cannot be duplicated' if you want to maintain it as a hazard?

since the original balance between powers is a resource i suggest a resource that can be played as a hazard as well, so:
Balance between powers V
Resource Permanent Event.
unique. Environment. This card can be included on a minion deck. Gates of Morning, Doors of Night, and Skies of Fire are all considered to be in play while this card is in play. This card can be played as a hazard during opponent's movement/hazard phase.
