I like the idea of this card, though I would restrict it to creatures with an asterisk * and you would need to state that any creature played with this card is non-detainment versus minion.
I would add the clause: the creature must normally be playable keyed to any site type or region type. This to avoid creatures which affect a specific area, i.e. Horse-Lords, Beorning Toll, Gondorean Rangers etc. I will post a virtual suggestion for them.

But why makeing Landlords e.c. not playable???
this way was one of my intentions...
Which hazards else will you play with this card???
there aren't much left then...

Most of the creatures are not keyed to regions by name:
With asterisk *
The Borderwatch, Elflord Revealed in Wrath, Elves Upon Errantry, Sons of Kings, Wandering Eldar, Dwarven Travelers, Durins Folk
Without asterisk *
Ambusher, Assassin, Brigands, Lawless Men, Sellswords between Charters, Pirates, Goblin Faces, Abductor, Pick Pocket, Thief
The card I suggested makes the elves and dwarves that are already used more playable.

yeah... as it is now the ones without astriks kann attack but will do it detainment...
and the others do it normal...
but as mentioned in the other thread... I like your card much more better...
so why do 2 cards for the same reson... let us just use your card....
