Funny thing is, although this card was created with humour in mind, I do actually believe it would be played! Most serious hazard decks I play against have 3 River as a matter of course.

VCs are all about opening up uncommon strategies but it's hard to do that when existing ones are so strong. Here's an example of a very common but strong hazard deck:
