The Ring Leaves it's Mark V: permanent-event (3 MP)
Playable on a ringwraith company that is not in fell rider mode. If the company is at a site where a hero character bearing a ring special item is present, tap this card (this card doesn't untap). If tapped, the company may travel with region movement (to a maximum of 5 regions) to a non-haven site where a hero character bearing a ring special item is present. Additionally, if moving in this fashion, you may play a ringwraith-follower from hand during the site phase (if your ringwraith has enough influence). This follower may be played in addition to the one character per turn. If tapped you may store this card at Barad-dur for 3 MP. Cannot be duplicated on a given company.

Doubting whether it must be only hero company bearing ring, or maybe any company. Not sure what you want to do against other minion companies though (malady?), and it makes thematically a bit less sense, especially getting 3 mp's for info Sauron must have got already from your opponent, but otherwise...
Playing extra wraith resembles fact that more and more ringwraiths closed in on the company, coming from different directions after having dispersed to search for the hobbits. It can be very useful, since you still have to travel and might get tapped out. Also this way you can go immediately after the company and you don't have to wait till you have a decent company yourself.
Thought about making it like Orc-mail, so you can travel along, but decided that was way to strong for the ringwraiths. Even this is already pretty awesome. Your only way to escape these guys is run to a haven and then get away more than 5 regions. (or move 6 regions if you can manage that)
Maybe add non free hold site to non haven, so you have more places to hide? Well black riders did enter Bag End...

If you're worried about overpowering it, simply change it to "the company must travel using region movement (maximum 5 regions) to any site with a hero character bearing a special ring item." This would allow a clever hero player to set up a few deathtraps (e.g. move to the Old Forest and lay down some Tidings when the Ringwraith follows).

Don't you think a forced movement might make it unappealing for the ringwraith player? Or do you mean 'if using region movement, company must move to site where ring present'?
Otherwise you could not store this card at Barad-dur ever, unless you whipe your opponent - would be cool, Sauron says don't come home unless you finished the job. Not that it will probably get stored, it's not intended as mission, but still, I think the option should be open, since you've gathered very valuable info for Sauron...(not to mention you get some reward for turns and turns of risk and hard work)

rings are very underplayed, do we want them to be played even less? I think this card doesn't encourage the play of rings at all, and i guess that was one of the team's main purposes for upcoming sets

It sure is! Will post some ring boost ideas shortly.

I think it's not so bad to introduce some new dangers, if you also introduce new solutions. If you make rings more playable, then maybe boosting an active RW strat as counter could be justified. And active RW can hardly be boosted enough for the moment, or can it? At least it's thematicly cool to hunt rings.
Also keep in mind that, like Bandobras says, you are taking some risks, you're in black rider and opponent can lure you, waiting with hazards.
