Something to help moving avatars:

Back to the Fray V:
Minion Resource permanent-event
During your organization phase you may bring minion characters into play under general or direct influence at a Darkhaven, even if your avatar is in play and not at the same site. Bringing a character into play in this manner does count against the one character per turn limit.

All the Bells Ringing V:
Hero Resource permanent-event
During your organization phase you may bring characters into play under general or direct influence at your avatar's homesite, even if your avatar is in play and not at the same site. Bringing a character into play in this manner does count against the one character per turn limit.

nice but maybe too powerful in a FW deck?

Can you highlight why and maybe how you'd fix this?

I can see Fallen Alatar and Gandalf potentially being problematic. Could just make it havens as opposed to avatar homesites I suppose?

dunno how to fix this, but yes, alatar and gandalf are the main problem and a moving tiger-shaped radagast can be of a little problem too, you know you need someone at the haven to bring girdle into play...

I think normal Alatar/Radagast have the short stick. Wouldn't want to play chars in Rhosgobel by themselves, is a scary place :(

Do FW need this card at all? otherwise we can exclude them from it.

Does it help that much in fact? If you want to actively use chars, which we would promote, then you'd rather play them at site were avatar is present. Moving single char to where avatar is, is 90% of the time pretty deadly, for heroes....of course you can wait few turns and collect a company, true. But this would also just promote playing chars just for the points.

does this card override the clause that you may play characters only at home sites or haven????

One of the problem's I've had with attempting active Fallen Saruman decks is having to leave a starting character behind at a Haven in order to play some Saruman-specific cards. Being able to bring a character into play at Isengard after Saruman's left without having to rely on Strident Spawn would be nice.

same happen with FW Radagast in tiger-form, you need someone at the haven to play girdle (and i think an untimely brood too)

Back to the Fray updated to note minion characters only, and allow them at a darkhaven rather than avatar's homesite.

Still question marks over All the Bells Ringing and FWs.
