Not sure. I suppose not, since Rings for Tactics usually have a Rumours so they can play a ring, and if you play the One it can help you with an easier roll, provided you have the One in hand. So it comes down to timing. In fact it might not be deemed worthy enough unless playing against a dunk deck. But, you might not have the desired ring on Rumours or you might not have Scroll yet etc.

But, if this is a perm. so you can force a test every turn, normal Ringlore/Secrets is useless, opponent might get really worked up. Maybe invent something like card doesn't untap (unless some cost is met)
