Playable on a Shadow-hold or any Ruins & Lairs that is not a non-Dragon's lair. Any one Undead hazard creature may be played (and does not count against the hazard limit) at the site during the site phase if the site is tapped. Any character wounded from such an attack makes an additional body check modified by -1.

Do the Undead really need such a boost?

undead vs minion is very popular Jamie, we don't see undead vs hero, but vs minion we do, a lot...

If you play only a single creature type undead can be devastating versus both heros and minions and there are already enough boosters available i think. Also there already exists an event to play undead at ruins.

I once stopped a King Under the Mountain deck by wiping out half my opponents company each time he tried moving to a ruins with some undead combos.
