this will help Dwar's movement, Hounds of sauron/ Our own wolves recycling and helps Dwar to be with non RWs characters since many times some characters can't get to play their wolves and get the chance to be in the same company as Dwar...

Alternatively, Playable by Fallen Saruman or Fallen Radagast at a Protected Wizardhaven if they have A Strident Spawn or an Untimely Brood in play and the influence check is greater than nine. The faction taps the site when so played.

Then put the line about tapping the faction to transfer wolf allies.
