German promo's

Now directly: when can we use German promo's in tournaments?
The virtual cards imply that they can be used but dont say so directly.

The German Promos are legal in any Virtual Card setting. This is not explicitly stated anywhere, but probably should be.

Ah is it, or is it up to the tournament organizers?
Then that was decided by Joe, or the virtual team? And so is Balrog 3 minder rule? hmm, these are also UEP's
