Council of Elrond

It does not seem to me UEP will be used much, so a virtual version of this card seems necessary to me.

What textual changes would be good in addition to some body?

there were some comments about balrog of moria, giants and earth attacs...

Linking the Balrog to the underdeep hazards does sound ok. This would be a really interesting line of cards for a second set of virtual cards, since the first is about finished.
