Resource Long Events may be played at any time during a turn. You may tap this card to bring a resource long event from your discard pile into play. Your opponent may untap this card to bring a resource long event from his discard pile into play. This card may not untap otherwise. May be used as a minion resource.

There is probably a mistake somewhere in the tap/untap part of what you try to say. Coul you enlighten me how you could tap a card, your opponent can tap it and you cannot untap it otherwise?

It sounds ok to me. If it turns out to be overpowered you can always add: cannot be duplicated.
