I agree with that too. In the spanish team, to give an example, 2 of the 3 members are already prequalified for Worlds (Enrique organised worlds 06 and I won the national championship), so having the choice of prequalifying Agustín would be nice.

Edit: Just realized Agustín is prequalified as well, since he placed 3rd in worlds 06. However, I'm still voting for a sliding slot
