To address the same issues as in cases:
The Fortress of Isen
Fortress of the Towers
and to apply CRF errata by occasion, I propose the following erratum:

May not be used as a starting stage resource. Playable on one of your Wizardhavens other than Isengard, The White Towers, or Rhosgobel. The site is protected. Cards that give marshalling points may not be played at any version of the site by your opponent in all cases. Cannot be duplicated on a given site.

I am not sure if I understand what you mean by "it introduces a strange concept of "playability per player", see here. To have it clear, is it this that you want to address:

The original intend of the card without doubt is to prevent opponent from playing cards that give marshalling points at his version of such a protected Wizardhaven. As it stands Guarded Haven only affects the playability (usually as written on the site card) of cards that give marshalling points and does not prevent opponent from playing cards that give marshalling points at his copy of the site.
(Same goes for the "Fortress-cards").

If protected Wizardhaven in question is Bree, then making a cards that give MP not playable at Bree by your opponent would mean among others that:

Bill the Pony, or Mistress Lobelia associated with Come at Need wold not attack an opponent's companies,
Trouble on All Borders on Rangers of North would not affect an opponent's companies.

Or the two mentioned situations would not happen because Bill the Pony, Mistress Lobelia, Rangers of North are either playable at some site, or they are not playable at some site. Because "playable by player" phrase does not make a sense. Resources remain playable at site even if they cannot be played at the site by anyone (e.g. because they are unique and are placed off to the side with Come at Need).

I want to remove a nonsensical concept of "playability per player".
