The rules indicate one thing ("removed from play" usually means discard) but it's clear how the card is played given its card text (an already discarded card that is "removed from play" goes out-of-play). "Everyone" (except for 1 special person in 1997 and another in 2018) understood this. The ruling didn't change how the card was played, it wasn't errata, and it didn't change the rules.
