Removed from the Game & Removed from Play

The first CRF Knowledge of the Enemy appeared in was CRF 8, released November 6th, 1997. If it changed the rules, why didn't it appear in this list of new rulings?
The rules indicate one thing ("removed from play" usually means discard) but it's clear how the card is played given its card text (an already discarded card that is "removed from play" goes out-of-play). "Everyone" (except for 1 special person in 1997 and another in 2018) understood this. The ruling didn't change how the card was played, it wasn't errata, and it didn't change the rules. So would not have appeared in the list.
