As in case of An Untimely Brood - quantity of a resource that is playable at a site does not limit a number of the resources that may be played at the site.
Fact that a resource has been played at a site, does not mean that the resource is no longer playable at the site.

I propose the following erratum:

"Saruman specific. Playable, if you are Saruman, on your protected Isengard or your protected The White Towers. One technology item may be played at the site during your site phase whether the site is tapped or untapped. Discard when this site is discarded or returned to your location deck. Cannot be duplicated on a given site."

Uhh... the quantity specifically sets the number. That's what a quantity is.

Saruman's Machinery states "One technology item is playable." It does not state "two technology items are playable" or "technology items are playable."

Only ONE technology item is playable by this effect. If one technology item has already been played by this effect, they player cannot play a second technology item by this effect because only one technology item is playable.

It's just numbers and counting. Super simple stuff.

Regardless of how many entities have been played at site, an entity is playable at site or not.
Specifying of quantity of entities playable at a site does not make a sense.

If creator of a card had intention to limit a number of entities that may be played at a site, he should specify how may of entities may be played at the site, not how may of item is playable at the site.

If the card says "one" it means "one."

If the creator of the card had intended for more than "one" card to be played, the card would not have said "one" and it would have been worded differently.
