Some cards (Refuge, Wondrous Maps) require a playing regions face-up.
Using a map instead a region cards not only is more comfortable, it also causes changes in gameplay.
For company that decides to move using region movement an actual path does not need to be determined until beginning of M/H phase. Opponents does not see a number of regions for company preparing to move.
I think that at least some aspects of game in which a region cards were used can and should be preserved.
Proposed regulation:
"If a card requires a playing regions face-up and map is used instead a region cards, then a regions that company will use in its site path must be determined and revealed immediately, not at a beginning of M/H phase for the company."

The region cards have precedence. The map is a convenience not a substitute. And the map must also be a "mutually acceptable map."Using Maps: If region movement is being used, an appropriate map of the regions of MECCG can be used
to depict region movement (instead of using actual region cards). The text of region cards takes precedence
over maps, however
I don't see how a player could argue that they don't have to reveal their path when using Wondrous Maps simply because they are relying on the convenience of a map.

So long as your opponent is honest, there's no problem, but I'd rather see Region Cards be necessary for using such cards at all. As you've pointed out, the map doesn't work for the purpose, and the functional difference between writing down the regions and laying out the cards is small.
The game is flawed, but this does not mean it cannot be loved.

Movement
Maps of the regions of MECCG may be used in place of region cards in Council of Lórien tournaments. If two or more companies move on the same turn, then each company does not have to determine the site path to its new site until the beginning of it's movement/hazard phase.
