Among other things, The Great Eye says:
"The hazard limit against all companies is reduced by one (to a minimum of two)."
I take this to mean that all companies, including opposing hero-, fallen wizard- and ringwraith players' companies benefit. I assume that if it just affected the Sauron player's companies, it would say "all your companies". Am I right?
If so, I guess this is more of a thematic question - why is Sauron being such a nice chap to his foes?!

Sauron is not a nice chap. His is just too busy with keeping tabs on his own companies, so he does not have enough time to bother with opponent's companies.
Everybody feels more safe and comfortable, when Sauron is in work, although each for different reasons.
