Choice of Luthien

Sorry if this has been asked before, but I couldn't find the answer.

With Choice of Luthien can you tap Arwen to take any minor item from your deck/discard to your hand?

Choice of Luthien: Unique. Playable on Arwen in Minas Tirith. She receives +2 direct influence and hew mind increases by 2. Discard if Arwen moves to a site not in Anorien, Lebennin, Lamedon, Belfalas, or Anfalas. Tap Arwen to take one item, ally, or faction playable at her current site from your play deck or discard pile into your hand (reshuffle play deck if searched).

Only if a minor item is playable at her company's current site.

Fact that a resource may be played at site does not mean that the resource is playable at the site (and vice versa).
Minor items can be played after successfull playing a resource that tapped a site, even if minor items are not playable there.

Thanks for the reply. Does that also mean that you wouldn't be able to search up Forgotten Scrolls when at Minas Tirith because that card says " Can also be played at Minas Tirith (if the site is tapped) " rather than saying "playable at Minas Tirith if it is tapped?"

Forgotten Scrolls: Lost Knowledge. Can also be played at Minas Tirith (if the site is tapped). Cannot be included with a starting company. After this item is played, the bearer faces an attack (cannot be canceled): Trap-1 strike with 8 prowess (weapons do not modify prowess against this strike). If its bearer is at a Ruins & Lairs [R], discard Forgotten Scrolls to make information playable at the site until the end of turn.

Yes. Forgotten Scrolls is not playable (by its text*) at Minas Tirith, but can be played there under some condition.

*) Is playable at Minas Tirith by text of minion version of the site.
