Ioreth
Unique. Healing effects affect all characters in her company.
Healing Herbs
The bearer can tap and discard this item to heal a character in his company, changing the character's status from wounded to well and untapped. Alternatively, the bearer can tap and discard this item to untap a character that is not wounded.
If one uses healing herbs on a wounded character in a party with Ioreth is the outcome:

a) The target of healing herbs as well as all other wounded characters in the party heal and untap, but tapped (unwounded) characters in the company remain tapped.
b) The target of healing herbs as well as all other wounded characters in the party heal and untap, and tapped (unwounded) characters in the company untap.
c) The target of healing herbs heals and untaps. All other wounded characters in the company heal, but do not untap. Unwounded characters remain tapped.

If one uses healing herbs on an unwounded character in a party with Ioreth is the outcome:

a) The target of healing herbs untaps, all wounded characters in the party heal and untap, and all tapped characters in the company untap.
b) The target of healing herbs untaps, all wounded characters in the party remain wounded, and all tapped characters in the company untap.
c) The target of healing herbs untaps, all wounded characters in the party remain wounded, and all tapped characters in the company remain tapped.

The main point of ambiguity for me is the term "healing effect." Is the "healing effect" just the component of the card's effect that heals, or the entire effect. In the case of Healing Herbs would the "healing effect" be the just the fragment "changing the character's status from wounded to well" or the entire phrase "changing the character's status from wounded to well and untapped." If the latter, would untapping an unwounded character still count as a "healing effect" because the potential for the card to heal was there?

I would tend to lean towards a) for my first question and c) for my second question. Since the text of Healing Herbs makes it seem like you must make a choice when you use the card. If you choose
The bearer can tap and discard this item to heal a character in his company, changing the character's status from wounded to well and untapped.
then unwounded characters wouldn't be affected and so would remain tapped. If you choose
Alternatively, the bearer can tap and discard this item to untap a character that is not wounded.
then you are not using a "healing effect" so Ioreth's ability would not apply. I am definitely not sure that is the correct interpretation, though.

As with all my questions here I tried to find an answer to this by searching the forums, but while a trick with Ioreth and Healing Herbs is mentioned it is not described in detail.

I agree - (a) and (c) respectively.

Definition from Lidless Eye says:
Healing: Moving a character at a Darkhaven from wounded to tapped during his untap phase. Certain cards allow healing at other times, and some even to an untapped state.
so:
"changing the character's status from wounded to well and untapped." is single action, not "heal than untap".
[...]
If one uses healing herbs on an unwounded character in a party with Ioreth is the outcome:
[...]
In this case the healing effect is not initiated, so Ioreth's ability has nothing to extend.
We will not speak of such things even in the morning of the Shire.
