Blind to the West and Ring Tests

Blind to the West targets and cancels one hero short-event played by a Fallen Wizard earlier in a chain of effects, can be played at any time, and does not count against the hazard limit.

Am I correct in assuming this can cancel ring tests such as Wizard's Test or Ringlore?

You can use it only three times, and first bring it from sideboard.

The question's one of speed. Being delayed even one turn is tough on a New Ringlord deck. Besides, a FW can only have two of any copy of a ring test, while the hazard player can have three in his FW sideboard. Three to two is not great odds.
