Right.
You also can tap Akhorahil before strikes are assigned but you will not know whether target character will be assigned to strike (if all three characters are untapped [and if by Ice Dragon you mean Ice-Drake :) ]).
We will not speak of such things even in the morning of the Shire.

Any chance the proposed errata will affect Akhorahil play? Because this doesn't feel right.
