Can "To Fealty Sworn" be played on a hobbit after the successful influence of a faction by a character in his company using "Old Road"?

well, at the Free-hold, or at a Free-hold? Because the trick deck to sit at a Refuge in Cardolan and play some faction with Roac then doesn't work
