This also happened at worlds. I halved hazard limit at the begining of my opponent's turn. Then he moved a company with size 2 to mount doom, which increases its hazar limit by 2. We ruled out that the new hazard limit was 2 (size 2 plus mount doom 2 and then halved). Is that correct?

i think that the hazard limit would be 3. Original hl of 2 is halved down, then the special effect of mount doom is triggered when the site is revealed during the mov/haz phase increasing the company's hazard limit to 3
