Bag end

Hello everyone! It has been a while since I visited but not for lack of wanting....

I was searching the net today for new decks to try out and I saw something that really confused me. It mentioned Bag End not tapping...???
Can someone PLEASE help? Maybe there is something I am missing that would cause Bag End not to tap...

"You can go with a larger company and try to set up a Hobbitton metro area. Get as many Hobbits into play as possible (Hobbit-lore and the Red Book work well here). Take Earth of Galadriel's Orchard and grow a Mallorn. Mistress Lobelia can fetch Goldberry or Tom Bombadil. Play Bill the Pony and Hobbits (Bag End doesn't tap). Add The Rangers of the North and a few items and you never have to leave a small space of regions. Gandalf seems to fit in so well with this deck, if just for role-playing. I checked the wording on all the cards mentioned in the paragraph above but I can't find a reason for it not tapping. I saw that BILL can be played even if Bag End is tapped, but nothing to keep Bag End FROM tapping.

i think they mean that bag end untaps with mallorn, but its a different thing from not tapping at all. It's a mistake from the guy that wrote that deck-tip
