Assume I have an Agent with Inner Cunning on him/her.
Can this Agent be reveald at an under-deeps site?
An agent may not move to an underdeeps site, but can he start there? (In case it's forbidden .. which rule does say so?)

Yes, agent with Inner Cunning may starts on Under-Deeps.

yup, it's another hole in the rules, but it's minor so I don't really think this needs patching

the same way you can reveal non-elf agetns at fallen-wizards' wizardhavens (to which they can't move as only elf agents have the ability to move to havens)

Incidentally, it's also possible to reveal freehold-homesite agents at the hero havens with Nobody's Friend, even if the agents are not elven.

right, but that's only possible if you're playing minion, cuz otherwise you use hero sites for agents

Wouldn't a FW player with Heart Grown Cold have to use Minion sites, even for his agents?

I think not
cuz even without Heart Grown Cold in play fallen wizards' agents still can't use minion Ruins&Lairs even though fallen wizards can use them - the rule simply says that agents must use hero versions of sites, so it's not based on the sites fallen wizards can/must use

Fallen-wizard players must use minion site cards for hero Havens . If a Fallen-wizard has more than 4 stage points, his player must also use minion site cards for Free-holds . If a Fallen-wizard has more than 7 stage points, his player must also use minion site cards for Border-holds .
Heart Grown Cold refers to the player -- I think even agent sites will be bound by the restriction.

true it refers to the player and not just his companies but I still think it only affects the sites he plays for his companies and not his agents' sites - as the rules about fallen wizards' movement and use of sites and the rules for Using sites for Agents are in different sections of the rules-booklet, so I guess they were ment to be kept apart
