Quick Question: Number of Wizards

Was the maximum number of wizards or ringwraiths in a deck being 3 a Council of Lorien decision or a rules update through an official I.C.E. rulebook?
However, I don't think ICE-era Council of Lorien acted independently. And there are 3 avatars in the challenge decks and Balrog decks.Council of Lorien Tournament Policy wrote:Wizard/Ringwraith Allowance-Up to 3 of the same Wizard/Ringwraith or up to 2 of the same Wizard/Ringwraith and 1 of a different Wizard/Ringwraith may be included in a play deck. Wizards/Ringwraiths are an exception as such to the rule of unique cards.
