Quick Question: Number of Wizards

Was the maximum number of wizards or ringwraiths in a deck being 3 a Council of Lorien decision or a rules update through an official I.C.E. rulebook?

However, I don't think ICE-era Council of Lorien acted independently. And there are 3 avatars in the challenge decks and Balrog decks.

Under this section in the rulesbook you find some more of the Council of Lorien tournament rules implemented like the 12 creature minimum and the 30/30 resources/hazards minimum.
