If a company has declared that it will move, but its m/h phase hasn't been initiated yet (they haven't started their movement) , they're still considered to be at that site, and you can play ACM/WHCTK there.
If they have already moved, they're not considered to be at that site until the site phase.

It sounds weird in the way you put it, but it's how it works. A company is considered to be at a site until the moment they start moving. You can have 5 different companies and play ACM in one that hasn't moved yet during someone else movement/hazard phase. My Eriador Express deck relies a lot on that startegy to work properly.

The answer to your question is yes. For example, a Lieteunant of Dol Guldur moving to Dol Guldur wouldn't increase your handsize until the site phase.

So Snowstorm played during M/H phase of company B may return company A (which have completed its M/H phase)?

Anyway, here's what Annotation 25 has to say about it:
It has been clearly stated that WHCTK/ACM can be played in a company as long as they are at a given site. Therefore, a company that hasn't started its movement yet can benefit of ACM/WHCTK effects.Annotation 25: A company is considered to be at the site given by its site card at all times except from the moment their new site card is revealed during their movement/hazard phase until their old site card is discarded during the same movement/hazard phase. During this period a company is considered to be en route between sites and not at any site.
Removing the site of origin and resetting to hand size are simultaneous actions, and they are the last actions in any movement/hazard phase. This means a moving company is not at a site until the site phase.

Being moving is not the same as not being at site.
And
Being not moving is not the same as having finished a m/h phase.
My question was about your opinion that moving company that have already moved is still considered as moving company until end of all M/H phases or not.
Sorry if question seems as tricky, but some cards does not care about end M/H phase. Align Palantir just checks for character is moving or not.
I think that possible solution is: moving company that have completed its M/H phase is not considered as moving and is not considered as being at site unil end of all M/H phases.
And
