So there are in play the cards Skies of Fire, Peril Returned, and there is not the card Gates of Morning.
Peril Returned causes presence of Doors of Night in play, for all purposes. Skies of Fire does not cause presence of Gates of Morning in play, it acts as Gates of Morning for the purposes of interpreting hazard.
Question is whether Peril Returned's effect affects (nulify) Skies of Fire's effect, or Skies of Fire's effect is independent from presence of Doors of Night in play.
In second case it would be possible that for the purposes of interpreting hazards, both Gates of Morning and Doors of Night would be considered as present in play. Second effect of Fell Winter would be in force and result of Glance of Arien would be increased.
My answer is: the second.
If presence of Gates of Morning and Doors of Night would preclude each other, then "and Doors of Night were not" in phrase "The resource is considered to be in play as though Gates of Morning were in play and Doors of Night were not." (in text of Crown of Flowers) would not be needed (would be meaningless, redundant).
And effect of Skies of Fire is so local as local is effect of Crown of Flowers, both are independent from global presence of Doors of Night/Gates of Morning in the same way. Global presence of Doors of Night/Gates of Morning does not come after.
Unlike than interpreting of hazards, playing and functioning of certain resources requires presence of Gates of Morning and playing and functioning of certain other resources requires absence of Doors of Night, hence "The resource is considered to be in play as though Gates of Morning were in play and Doors of Night were not." that includes both.
