Discarding Minion Arkenstone

quick question, can the discard effect of Minion Arkenstone be done at any time (when at the same site as opponent's Dwarf)? More to the point, can it be done during opponent's turn?

Ok pity, that makes stealing or influencing it away nigh impossible, makes Arken even more of a timebomb.
