What happens to non-drafted unique stage ressource cards?

Two FW-players both declare theirselves as the same FW. Both want to start with the same unique stage ressource. Player one drafts a character first while player two drafts this specific unique stage ressource. What happens with that unique stage ressource still in player one`s hands after the draft?
WH rules insert about starting stage cards wrote:These cards should be revealed as if they were starting characters with duplicate unique cards being discarded.


This means that stage cards are revealed as if they were characters. If such cards bounce (only possible for unique cards) they both get discarded. There is nothing written about cards that weren`t revealed at all because of uniqueness issues.

What do you think? The card
a) is put out of play
b) is discarded
c) may be put into the play deck (or out of play; players choice), i.e. they are treated like characters for all purposes (not only for revealing) during the draft

My guess would be c)

Maybe there is a ruling out there I missed?

If it's revealed as a character, I would say treat it as a character for all purposes having to do with revealing (including being unable to do so because opponent already revealed). You can shuffle it into the deck at your option, as with any other characters left over from the draft.
