Allies treated as Characters for combat

Even though Watcher in the Watcher specifies that "each character" in the company faces one strike.
Conversely, a card like A Friend or Three which states "for every character in the influencing character's company"... this means characters only, not allies.
The distinction of "character" meaning characters only and not allies is due to the fact that combat is not taking place.
Do I have this right?
