does it tap the site?
and can i play it at an untaped site???
(I somehow remember that Recource Permanent events that requier beeing at a specific site can only be played at untaped sites??? is that right???)

Return of the King does not tap the site and can be played at a tapped site on a tapped or wounded Aragorn. Events only need an untapped site if they say so (or if they say they tap the site but I am having another discussion about that at the moment)
