Cave Troll does not state that it is Balrog specific, but it has the Balrog-specific border color. Which of these is typically considered the mistake?

I use Cave Troll in my non-Balrog minion decks.

If it doesn’t say “Balrog-specific” on the card, then it’s not Balrog-specific.

Balrog, Getting Ready to Play, Declaring that You are a Balrog Player wrote:If you include The Balrog card (the character card with the special reddish
background) in your deck or sideboard, you are a “Balrog player.” In this case, you
must tell your opponent before choosing starting companies.

On the other hand, I haven't found any Balrog update to:

At least the Balrog has:

Apparently no one can use the Cave Troll... or any of the other straight-blue cards from The Balrog that don't have "Balrog specific"?

Maybe there was a planned Troll expansion where he would have been used.

I believe you are conflating a difference in print quality/color control between sets with an intended difference in the border itself. See some of the discussion in this thread, http://www.councilofelrond.org/forum/vi ... &start=30., for examples.

Yeah, Balrog-specific cards are still just minion resources. They gain the Balrog-specific attribute from their text, not their artwork.

Cave Troll is usable by any minion deck that wants to head into the Under-deeps.
