Is this (still?) accurate? I haven't been able to find anything about this pre-assignment in the CRF / CoL Tournament Policy, so just wondering what the standard is.

The CoL Touranment Policy posted at meccg.net instead says:

and says nothing to clarify what the characters from outside the pool are restricted to, nor whether this "put"ting is in addition to or replacing the normal 10 non-avatar characters that may normally be in the construction of a main deck.

There is this:
CRF wrote: If a character from the starting pool is put in the deck after the character draft it always counts against the 10 character limit. [Non-tournament rule: If a character is put in the deck due to duplication in the starting company, then it does not count against the 10 character limit.]

What is the confusion? Can you provide an example of the issue?

My understanding is that the pool and deck are independent. If a character is extra from the draft pool, it doesn't have to go in the deck.

What if the deck is "pre-assigned" 10 characters but you want to swap in 2 characters from the draft pool (removing 2)? Is this the confusion?

I think it would be OK

The most obvious alternative to the CoE ruling that would be consistent (and better matching the descriptions) with CRF and CoL Tournament policy is:
  • The main deck is constructed without any non-avatar characters.
  • The draft pool is constructed with up to 10 non-avatar characters.
  • A non-draft pool is constructed containing non-avatar characters (perhaps of unlimited size, but more realistically up to 10).
  • After drafting, up to 10 characters from the draft and non-draft pools can be put in the main deck.
The strategic difference is that no characters are locked into main decks until after seeing starting companies.

One other addition I might suggest is:
  • Characters that are neither drafted or placed in the main deck must be placed either out-of-play or into the player's sideboard (if there is sufficient room).

I don't think there are any rules to suggest that the sideboard can be messed with after the draft.

Theo is correct in so far, that quoted rule is a DC rule and not a standart rule
Characters that are neither drafted or placed in the main deck must be placed either out-of-play or into the player's sideboard (if there is sufficient room).
so it is a printed rule, but not ICE standart, but a much needed DC addition
