As I understand it, yes. Card play actions only fizzle if the conditions required for card play cease to exist (e.g. lowering the hazard limit before a hazard card resolves).
If Call of Home is played in response to the declaration of Riddling Talk, and the character is removed, this would cause the card play action to fizzle. Using Concealment to cancel the attack in response to the declaration of Riddling Talk would only cause Riddling Talk's cancel action to fizzle, not the play of Riddling Talk itself.
