Strange wording - Skies of Fire and One Dear To You

Maybe this is minor problem, but for some who likes strictly reading of texts it may be important.

Skies of Fire
Environment. When Skies of Fire is played, all hazard environment cards in play are immediately discarded, and all hazard environment effects are canceled. This card acts as Gates of Morning for the purposes of interpreting hazards. Cannot be duplicated.

One Dear To You
Playable on a faction you have in play. -1 faction marshalling points. Any influence attempt against the faction is modified by -8 and Muster may not be used against the faction.
'...what his fate shall be depends now on your choice.' -LotRVI
"When Skies of Fire is played..." so this means that card makes some effects just at declaration?

"-1 faction marshalling points." but no "-1 faction's marshalling points."
Is 1 substracted from general pool of faction MP?
We will not speak of such things even in the morning of the Shire.

I thought a card isn't actually in play until it resolves in a chain of effects.

So Skies of Fire, once it is played (successfully brought into play) takes effect.
