Dragon's Desolation - enhancer or limiter (or both)?

Dragon's Desolation is refereed as DD.

Result of alternative use of the card is that "one Dragon hazard creature may be played on a company at that site this turn."
Some Dragon hazard creatures may be played at target site even without help of the result.
Some Dragon hazard creatures could be played at given site (that later become a target of DD) in given turn before DD resolved.

Surely Smaug cannot be played at Weathertop (affected by DD) if Leucaruth has been played at Weathertop (affected by DD) in the same turn.

But what about Cave-Drake played after result of alternative use of DD?
What about Cave-Drake played before result of alternative use of DD?

Do they prevent any other Dragon hazard creature from being played at Weathertop?
We will not speak of such things even in the morning of the Shire.
